The story of Offshore Financial Services started shortly after the passage of the Patriot Act.

To me, the Orwellian nature of the legislation was predictive. There would be more. The clear abuse of the privacy protections granted under the 4th Amendment, lead me to begin researching the extent to which the U.S. government was spying on American citizens.

The results were eye opening. The Patriot Act is part of a much larger matrix of government surveillance on U.S. citizens which includes the Department of Homeland Security's Total Information Awareness program (recently moved to the NSA), the NSA's e-mail and telephone conversation sniffing super computers called Echelon and the FBI's Internet crawling Carnivore and its prodigy.

Following this research I began to look for solutions. I undertook an exhaustive study of the tax havens of the world. Not to find offshore tax shelters, but to find the country with the strongest privacy laws in the world.

It turned out that country was Panama. Panama has the strongest bank secrecy laws on the planet and in 1995 created a legal entity called a Panamanian Private Interest Foundation, which provides unsurpassed confidentiality and asset protect.

I wrote a short booklet on the subject (which is now out of print) and then carried on with my other hats in life. Those other hats included being one of the founding partners of a financial management firm that handled the business and financial affairs of some of the biggest names in Hollywood.

As a senior credit officer with two California banks and later, as the person responsible for the investments and assets of our high profile client roster, I followed both domestic and international financial affairs on an extremely close basis.

Of particular concern was the growing fiscal irresponsibility of the U.S. Congress: budget deficits of hundreds of billions annually, balance of trade deficits approaching a trillion a year and a dollar and a U.S. dollar that was fast becoming the doormat of international trade.

As the American economy began coming apart at the end of 2007 I began looking for alternatives for dollar denominated assets and turned my attention again to the off shore world and Panama in particular.

The dollar continued to fall and the world economy started to come apart.

I researched countless Panamanian law firms and their offerings. I spent hours on the phone speaking with members of leading firms. I then flew to Panama City and personally interviewed senior members of several law firms. I met with bankers and analyzed their institution's financial statements and met with wealth management companies and discussed their strategies.

I learned many things in Panama, but most importantly I learned that as you cannot tell a book by its cover, you cannot tell a law firm by its website. Some of the firms that had the most attractive and informative websites had attorneys that suggested unethical or irresponsible strategies.

Others were extremely professional and displayed sophisticated, in depth knowledge about offshore asset protection and privacy strategies. These are the firms that we have chosen to work with and to whom we are referring our clients.
